Disputes among human beings is old as history itself.  Outsiders              
have been helping settle disputes just as long.  Proverbs 18:17, 18
suggests that an outsider will be non partial and clearly see another
point of view.  That outsider of course, must seek God (casting lots was  
a way of determining God's will.)

  5.       Reach decisions by voting rather than consensus.
  6.       Sharp increase, or decrease, at certain meetings.
  7.       Members voting with their feet.  Loss of revenue,
              attendance, resignations.
